It can be pretty easy (for me) to not know about these cinema releases of East Asian movies till just before the release, or even long after it’s been and gone, because of the lack of promotion in English other than mentions on the distributor’s Facebook Page (if that; the distributor of “Detective Chinatown 3” only mentioned when they were releasing it in Chinese, on their Sina Weibo account). And some of these distributors only release something in my country every few years, so they aren’t worth following most of the time.
I tend to learn of UK releases from Windows on Worlds https://windowsonworlds.com (which also mentions some Northern American ones) or Launching Films https://filmdistributorsassociation.com/release-schedule/past-present-and-future-releases/ (though plenty of them don’t appear on that) or by happening across them on cinema chain’s sites when looking for something else on them (as I did with “Shin Ultraman” about a week before the only day it played subtitled anywhere in my country).
Could be in some countries at some point, but there’s no way of telling now. It’s getting cinema releases in quite a lot of countries (for an East Asian movie) first.

There are English subtitles available currently, but only in cinemas in English-speaking countries, currently. There will be subtitles in other languages if it gets released in a countries where they are the most understood language.
It’s out now with English subtitles in at least the US, Canada, Australia, New Zealand and the UK. https://cmc-pictures.com/someday-or-one-day/ has links for them. I imagine it’s out around the same time in Southeast Asia, but I don’t know as much about that.
For those in the US, I saw that it has a January 13, 2023 premiere, on a theater’s website, so, it may be limited…
It tends to still be around six months at the least for East Asian movies, in my experience. Unless Netflix or Amazon licenses it at some point before then.

It’s licensed for the UK (among other countries) by CMC Pictures, and I can’t find that they’ve ever done a UK disc release, only in cinemas and online. Though there will likely be official Blu-ray Disc releases in Taiwan and Hong Kong, maybe in Northern America, that have English subtitles, some of which might be compatible with region B players. https://www.blu-ray.com and https://www.yesasia.com can help with finding that out.

It could very well come to cinemas in other countries later, if it's a big enough deal to have a national cinema release in the UK (Japanese live-action movies rarely get one here).
While I can't see anything about a release in French-speaking Europe at https://www.allocine.fr/film/fichefilm_gen_cfilm=276090.html yet, I can't imagine that the movie won't get one, as Japanese live-action gets released in France far more often than the UK (which is lucky to get two or three national cinema releases each year, though at least there's the Japan Foundation Touring Film Programme and many screenings at festivals, if one can manage to get to them).
