It's getting relased in many countries around the world compared to most East Asian movies. Try searching for your country, "Kore-eda" and "Broker" and see if any info on a local distributor shows up. If you follow their SNS accounts or join their newsletter, they will have news about the local release.

NEON have their own "Neon Cinema" service, so it could be on that after the theatrical exclusivity window. But it will be in movie theatres first. Which if the the theatre's not too awful has a bigger screen and better-quality image and sound than an app and lets one experience the movie with lots of other people if they show up (which for me is more often a blessing than a curse, though others' options may vary).
It's still "coming soon" at https://neonrated.com/films/broker (which means it's not coming soon at all but in several months' time) but their email newsletter and SNS accounts will have updates on it.
They're great, but they're not ALL the best movies. In terms of Korean ones, Netflix has the likes of "Okja", "#Alive" and "The Call" produced or licensed as originals for most of the world, and the last I looked it had "The Handmaiden" and some of Hwang Dong-hyuk's movies from before "Squid Game" in many countries (though, in some, it's Prime Video that has "The Fortress").
Those you mentioned might be included in Amazon Prime Video subscriptions, or are there ad-ponsored on Freevee, or are on MUBI or more local services where you are. They've been on a local TV network's free VOD service in the UK, where I am, for example. https://www.justwatch.com (if you're in one of the countries it covers, which is many if not all) and the "Services" links on MDL can help with finding them and finding what the best offer for them is. (I can't answer any more specifically without knowing what the country is.)

Impact Films have licensed it for the Indian subcontinent, so if it's in cinemas or on any VOD services there it will be via them. They have a newsletter which can be joined at https://www.impactfilms.co.in and SNS accounts with updates on their releases. Hopefully it could get some screenings in cinemas, which is what it was made for, though they tend to prioritise giving those to European and American movies over Asian ones.

I'm guessing, though they premiered at the same festival, outside East Asia "Broker" is tending to be released several months after "Decision to Leave" because the industry considers it overkill for two high-profile Korean movies (or, outside France and Northern America, where they're more accepted, two live-action East Asian ones, TBH) released any closer to each other (a problem they don't have with movies that are all from the US and have mostly white casts).
France got "Decision" the same day as South Korea, so it's already getting "Broker" within 2022; in the UK and US, "Decision" isn't out till October, so "Broker" won't be out in them till February/March 2023, from what I've been able to find out.

It was made for cinemas, not streaming; in many countries, distributors are honouring the makers' intention by releasing it only in cinemas first. I know we don't all live near enough or can afford to get to cinemas to see movies when they're first released, but I don't think that means cinemas shouldn't be allowed to have their window of exclusivity (and a decent one of at least several weeks, at that).

The site you mentioned is an aggregator of pirated content. Watching it on that doesn't help movies and dramas to get made and translated and to be released more widely in cinemas, and the advertising revenue it generates could be funding other illegal activity that's more harmful than media piracy. You may already know that, and I cannot stop you still using it if that's your decision, but I think people should know that about it first.
It premiered in Cannes so will have played with English and French subtitles there. NEON will release it with English subs in Northern America, Picturehouse Entertainment will release it in the UK and Ireland, and other distributors will release it in other English-speaking regions. I suspect mostly in early 2023, so that among other reasons it's not competing with "Decision to Leave" in autumn 2022. If you haven't already, I'd search "Kore-eda" + "Broker" + the name of the country you're in to find out if there's anything online about what the distributor and release date are there.

We'll need to wait for Picturehouse Entertainment to confirm if that's exactly correct, and in theory it could be very different in other regions. But I think it likely distributors in many countries will release it around then to take advantage of the strong possibility (because of the feeling he deserved it for "Parasite" + his win in Cannes) that Song Kang-ho will have a recently-announced Oscar nomination for Best Actor (nominations are to be announced on 24 January) and because being in cinemas over the final voting period will make a win more likely. Plus, that gets it well out of the way of "Decision to Leave", which is mostly released this autumn.

The English subtitles aren't *practically* available if you don't live near enough a cinema playing the movie with them, I'll give anyone that. They are *technically* available in that they are being shown in at least some cinemas in some places in the world, that technically someone could travel to if they could afford it. That's what those two words mean to me, anyway.

If I lived somewhere where live-action Japanese and Korean and movies were released that frequently and that quickly, I'd have plenty of hope for the chances of more being released there. Unless they were released dub-only without the option of the original voices with subtitles, which I don't know if is the case or not without understanding the Turkish on those pages.

It appears lots of mainstream East Asian movies are released in cinemas there that that aren't even released on home video in the West, only showing in festivals at best, let alone ones by the handful of directors, like Park Chan-wook, whose movies are acknowledged in the English-speaking West. Though, admittedly, I get the impression the Philippines doesn't get as many as some other Southeast Asian countries like Singapore and Thailand.
