It's legal, if that's your intention when asking. Age of consent in Thai is 15, meaning 15 year-old can dating and tongue kissing a 40 year-old for real in middle of a public park without legal issue.

The concept of AoC is that the people below that age cannot give consent. Therefore, in a country where AoC is 15, a 14 cannot consent so the adult French kissing them has done so without consent, even if the 14 gave consent it would still be counted as invalid in front of the court. Thus, that adult can be charged with sexual assault or child molestation if that kiss is considered a sexual offense. Whether the kiss is considered as such or not, I'm not so sure, maybe it depends on jurisdiction or the definition in that place's laws. The one that would be charged would be the one performing the act, of course, though the others such as the production or the parents if they forced the 14 to perform can be counted as accomplices.
