Money is important, whether international or local. However, producers made their products and whoever want those products will buy them. They are not required to make a product that fit the need of every single people on this planet. That's how products in the market varies in types, forms, applications. And if a brand of products, such smartphones, laptops or cars, wasn't distributed in your territory or not to your liking, then it's not for you. Your money be damned.
This show uses 16 year-old actor; if it's illegal for you to watch, as you claimed, then this show - this product is not for you.

You made the mistake of thinking this show was made for you to watch. It is not.

The show makers in Thailand don't need to pamper your need and your decree of "its gonna be 18+ in BL here on out", just like they don't need to pamper Chinese government's need to outlaw all BL content. Releasing for"global audience" doesn't mean the show makers must abide by every single country and every people in the world; otherwise no BL is allowed to be made, because China and Southwest Asia countries already forbade it.

This series is legal in many other countries in the world, including America, Europe, East Asia; that's already enough to make up "international". There are also shows in US and UK using 16 year-old actors for (hetero) romantic relationship; it isn't the first and won't be the last time this happen, not just in Thailand, not just in US.

It's legal. The actor's age is 16, and with the age of consent in Thai being 15, the 15 year-olds there can do much more than just kissing.

The first law means that those who are BELOW age of consent can still have sex, but only with people within 2 years range. That's why those of 12 year-old was mentioned in that clause.
It states "16 can validly consent" in that case, it doesn't state that 16 cannot validly consent in other case. The context in that sentence is those below consent age.

Here is the fact: The majority of the world, which consist of over half of US, North and South America, Europe, North and East and South-east Asia, Australia all have age of consent of 16 or below, same as mine. And the 16 in my country in allowed to quit academic school to pick up job-training to start pursue a career, if they want. And some countries, such as US, allow 16 year-old to drive cars and entrust them with the ability and responsibility to control the lives of people in front of their wheels.

You may think that the 16 are useless and delicate little snowflakes, but many more other people see them as grown up and capable, both mentally and physically. While there are also others who would deem your idea of 18 year old as perverse and the minimun age must be 21, and there are others who demand it must be 25, and others who insist it need a marriage first.
