This show make money out of teenagers the same way many other shows using teenager and child actors in children television shows, rom com, high school dramas. These kind of shows do not sell sexual scenes, otherwise they would be marked as porno and dealt as such, most likely not allowed to be aired publicly.
Also, if your claim of selling sexual scenes for money is true, then when you want adult actors to take this show, it's actually that you want to watch a porno out of this show, isn't it? Thus you want adult actors so you can freely perv on them.

The relationship depicted in this show is between two high school student characters who are both under 18. It's you who don't watch the characters in the story but substitute them with real actors in real-life to make a case of a 16 having sexual relationship with a 27. Not only you're delusional and can't distinct fiction and reality, but also when doing that, your actual target of critiquing is Thai ethic for allowing a 16 to be with a 27 in real-life.

"16 is the age of consent within 2 years" => I cannot find it written or mentioned on some of US states' laws during my search, meaning US laws do not restrict the 16 to consent only within the range of 2 years.

The original Chinese show has more than 16 episodes and that is when it was banned before it can even complete part 1 of the source book.
Stay With Me has 24 episodes.
This one has 10. I think the bad decision was made right from beginning, when they wrote the script. Ten episodes to deliver what the others need around twenty episodes to do, it would require a lot of skills to manage to pull that off.
