I guess I understand why the the author/script writer painted CSS's mother that way. It's to show strong contrast from the empress. The mother loves CSS & wants the best for her but her ways are wrong. Meanwhile, the empress loves CSS in the right way and accepts her frankness (or what the people incl the mother believed as disobedience/misconduct). I read some parts of the novel (raw/rough translated) and her mother even realizes that after living in the palace CSS behaves better and the changes are not because CSS has grown up but because the empress and the palace people treat her good (the mother said they "tolerate" her). I guess CSS's mother regrets her ways of dealing with CSS but it's all in the past & she couldn't undo them anymore.
