The mother concerns about LBY family. His family is complicated, his parents are divorced, his mother is known as arrogant, and his step-mom is close to Ruyang Princess, plus he's an adoptive son of the emperor and the proposal was made by the emperor on LBY behalf. With CSS personality, she's afraid that CSS won't be able to deal with LBY family incl the palace people. This part is only my intepretation of the novel: the mother thinks that most likely CSS will cause trouble no matter which family she goes to, so she needs a husband who will love her & stand by her. The mother likes LBY as he might be able to "tame" & protect CSS but their different personalities will clash over & over again. They will quarrel a lot. Thus, at least his family should be "good/stable enough" or having less internal conflicts so that CSS won't suffer much.
What she doesn't know is LBY has no regard to his father & step-mom, his mother has mental illness, and the emperor loves LBY so much that he can accept whoever LBY chooses as his bride.
And also the mother wants to wait for a couple months before thinking about another engagement. I guess she wants to use this time to "train" CSS to be a good wife.
Additional note: In the novel, the father accepts LBY proposal in the banquet scene but when they come home the family discuss it & think that they should reject it. Then the parents and CSS was summoned to the palace for the 2nd time. There were only the emperor, the empress, and LBY father when the parents asked the emperor to retrieve the proposal.
If they stick to the novel plot, then no. The empress will be her mother-figure. She loves CSS more than anyone.
This is one thing that I hope they will address in the drama, to mend the mother-daughter relationship. No need to be sweet like CSS and the empress but at least both know that they actually love each other. It's more realistic like in the novel but still I can't help wishing for a better happy ending for this pair.

The engagement arc is important as it triggers LBY to chase CSS again. And it's CSS who dumps LBY so of course she won't wait for him. LBY will only watch her for afar and make no moves if he knows that CSS is still single. It's because he feels so guilty toward her.

I'm a bit biased about his selfishness since I already read some parts of the raw-translated novel so I know that his revenge isn't only a personal vendetta. It's a long-planned powerful move by him regarding something bigger, like killing 2 birds with 1 stone. It's justifiable but I believe the reader would wish he'd choose a different method. And the reason for him choosing to take revenge before his wedding shows that he's not truly selfish. But ofc we're not so sure if they will stick to this particular plot 100%.
What breaks CSS heart is the lack of trust he has in her. She understands his revenge and is even ready to bear consequences with him (he doesn't know this because he never opens up to her). That's why she chooses to cancel their engagement to show him that she won't accept someone who doesn't see her as an equal partner.
I think that CSS would stay single for a while if it's not because of the empress. She doesn't wait for LBY but also she doesn't want to marry in a hurry. She might be more interested to explore things. She has this vibe of city-girl who focuses on her career before settling down. Lol.
