I dont see it as forgiveness but rather letting of the love and hatred she had for him since its not serving her. I think she would still seek justice (not vengeance) though.

I would like to believe that a lot of it is planned so that people can see that he is doing things above board. Whatever political stuff is going on behind the scenes, him and Duke Su have their own plans so maybe grounding her where people cant see would give the ministers more reason to question him? Idk
