I guess they need time to edit and do post processing work. They might take some time and should be done by the end of 2022. So it took them a bit over 1 year and a half to get the license to air. This step seems to take longer than usual for this drama.

Some dramas get over 4 millions sign up. It can measure the anticipation level. How many ads they get per episode. What platform can they release the drama on. Basically there are so many factors that can affect the airing time. Sometimes it can be as simple as waiting for a less competitive period. For example, Lost You Forever was so successful that it took away all the attentions at that time. Anything else airing during that time just won't do as well so they might decide to wait it out. I don't know the exact reason but it can be anything.
I know Jin Han broke up with his girlfriend right before filming this drama and made an announcement in early November that year while still filming this drama. The period leading up to the break up was pretty bad because she accused him of some negative stuff. Although she retracted that and said sorry, people still don't really believe. It caused some troubles.
Since it's a military drama, any negative press associated with any actors is not a good thing. I think this is one of the reasons they pushed back the release date to wait for his image to get better? I don't know for sure but it's my guess.
