It means that the past has been finally "corrected" and closed.

Like in #2, it means that the past finally settled in and set in stone.

Which is right. If it's going to be influenced heavily by fan votes, why bother with judges? Let's just have fan vote everyone.
The judges are there to balance things out. Let's be honest here, fan voting is practically "whoever can amass the most number votes", not because the contestant is talented.
Notice how there are talented girls who are not getting enough fan votes. As sad as it may be, it means they don't have enough "machinery" to collect votes. It takes tremendous support to convince people to spend time and money to vote for you. (Not to mention, multiple accounts.)
So, if fan votes are always taken into consideration, then those without votes, even if they're talented, might as well quit.
