Based on the Korean title 신사장, it means "New President".
He cannot be the Korea's President, otherwise, he wouldn't be able to do what he is doing as everyone will know his real identity. Yet, a new judge, 2ML doesn't even know him.
So, the next in line is a company or organization President.
He is probably the President of a big group of companies who has a vision and started a project. Hence, in Korean the actual title is "New President Project".
OR, maybe, he has plans to run for the Presidency and his method is to be a grassroots citizen. Deeply embedding with communities. Slowly build relationships and rapport. Then announce his presidency for the next elections.
After all, the title is "New President Project" not "New President's Project".
A President who is truly for the people.
And everyone who knows him, at least the top ones like the Judge and the two detectives, probably are in his circle about the project. That is why the Judge defers to him, and the detective for the bomb case was so neutral. They know him too well but cannot reveal anything.
Maybe Jun was his dead son, and he started the "New President Project" because of him.
They are just waiting for the next elections. They're practically ready until he got involved in major cases.
The more they repeat how the daughter is a "spitting image" or SeRa, the more it hints she's actually her daughter.
If this happens to be the twist, it means SeRa succumed to the demands of the powerful just to get back in the industry but he did not follow suit after she gave birth. So, later, their last meeting was that flashback in the earlier episodes where she (adult version) saw him again and told him, "You are the reason why my life is destroyed! Bring back my life!" (paraphrased)

Sometime before E01, she met the suspect at his home and blamed him for everything. They probably traced her and invited her to confirm it really was her.
After they confirmed it, since she went hysterical "YOU ARE THE REASON WHY MY LIFE WAS DESTROYED!" the suspect ordered to have her killed.

Years later, she recovered, and she found the powerful person who blocked her career (earlier episode flashback, the actor was present actor not the younger version). 4. The only memories she lost were the 25 years were she had severe depression and transformation, potentially trauma. (Initially, it was suspected the lost her acting memories after the first attempt on her life. But if she was in severe depression then it means she did not.)

I originally gave it a 7 but after 10 minutes, lowered it to 6. Bothered me so much. LOL.
I mean, there's potential there. The premise is good. It were the scenes and choreography that failed. Oh, and character development, nothing made sense with them, like how is it they know nothing about fighting without their powers? 😅 Then as soon as they got their powers back, their body suddenly remembered how to fight. 😅
They're worse than game characters. In gaming, if a character gets a multi-class or rebirth, they retain the knowledge of their previous class, at least the basics, not the advance or specific ones.
But the Twelve? They forget everything without their powers.

When her powers were returned she was still weak without the white orb thas wasn't hers from the beginning. So, what was really her power? Hahaha.
All she did was xontrol the wind before she became the vessel for the white orb. When her powers were remove, she can do the same powers after she became the vessel for the white orb.
When her powers were returned, being a Dragon and a vessel did nothing for her, all she can do was still a weak burst of wind.
