The event in Jiangnan was triggered by Prince Mu (Han Ye eldest brother) siphoning the money from the flood relief to finance his personal army so that he could fight for the throne. Minister Gu was involved because he's backing Prince Mu. The court was divided into few factions: Minister Gu supported Prince Mu, Minister Jiang supported Nine Prince and Minister Wen supported Han Ye. I find the lack of this political factions adapted and explained the in the drama didn't make the drama viewer understand and appreciate the reasons for the events that happen and would happen later ie.
