Tian Huan evil deed should be judge by Gods and they send Tian Huan to Thunder Punishment. But sadly 12 Gods died fought Devil God. I think that's the reason why Tian Huan go overboard by killing cause she know no one going stop her. No one have authority on the Immortal palace unless Ming Yue and he always busy with something else.

Also I think Ming Yue make a bad judgement also kinda makes sense. He is God of War that excel in combat not wisdom. He lost another Gods and have no one to consult while his mind clouded.
