Yes. Hwi's paternal grandpa is the former King. It's not shown when he died, but the fact that Hwi's father became the King is already the hint. In Joseon, only when the current King has died that his son will be the King (unless there's a coup d'etat).

I feel like the Queen Dowager is still in a neutral position, but she did want Lord Sangheon (Hwi's maternal grandpa) to also support the King and focused on helping the King first. I think she is kinda worried that someday Lord Sangheon will bring down the King and make Hwi as the new King (but the puppet king for Lord Sangheon), and the palace will be in chaos.

The former King was very close to Lord Sangheon. While the Queen Dowager, until now, is still in neutral position. 3) Lee Hwi's maternal grandpa is Lord Sangheon, or the Left State Councilor. He is below the King in rank, but he has the most power since he gets most of the support from high rank officials.

Lord Sangheon (or Seongheon?) isn't a royal bcs he is maternal grandpa of Hwi, so he is still lower in rank but as you can see, he has so much power. I believe this is bcs he helped the former King (Hwi's paternal grandpa) to get supports from ministers, and so does to the King right now.
