He must think of his nation first. the CP is the best contender to replace him. To drag him down for killing his brother serves no purpose with no credible replacement. I suspect that to be Emperor, he probably killed his brother/rivals, too. He knows, what the CP doesn't,is that there must be checks and balances or the CP will become a terrible despot. Eliminating rivals just weakens the nation.

The current tragedy apparently started because their mother killed herself because of the Ji. That is apparently why the Lord imprisoned his brother and took his soldiers to slaughter the Ji in their Sushui hidden land. Who is the intended for the Crown Prince? I suspect it may be Concubine Yan. If her brother climbs to the top of Xiyan, his sister as Empress may stay his hand at starting another war. Splitting the CP from Gen. Yin and her army could keep the CP in check. Yin married to Prince Jing would provide a balance of power in that kingdom.
