I think its better if you rewatch the episode honestly since you missed a lot. the one with the flat tire is not the one who was watching, that was Seo and I guess he was waiting for the right moment to come in and save them. the other guy genuinely had a flat tire. Seo did investigate since Gichul was suspicious but he cleared their name by asking the gangster dude who was in that hospital, and he told him that they followed Gichul's car, so no one really snitched the location.
