What you're saying is not wrong but you forgot one important thing.
"What if we could identify psychopaths in advance?". In the world of Mouse people can identify psychos in advance. How? Through genes. From whom we inherit the genes? From our parents.
The show never said that the killing nature is inheritable, but that the psycho nature is. So of course, if head hunter had the gene, JBR had it too, he is his son and the antenatal care was positive to psycho gene.
The gene that Mouse used was the MAOA gene also known as 'warior gene'. (for more info about how that works see here https://www.sciencedaily.com/releases/2009/01/090121093343.htm , https://pubmed.ncbi.nlm.nih.gov/20805840/ ) If someone who has this gene is provoced, he exhibits higher levels of behavioral aggression in response than an average human. Thus, in Mouse they took that gene and generalize it. So, it makes sense that JBR turned that way, he wasn't someone normal. In addition, OZ didn't only killed his family, we saw that they also gave him pills that reduce serotonin levels, they played with his hormones too (serotonin has to do with emotions and behavior).
As you see, JBR was growing up in an enviroment that was against him. As kid he had said "Everyone is telling me that I'm a monster, that was the way I was born. but I didn't want to be a monster so I prayed to the almighty to not become one". If anyone around you, is telling you that you're a monster, that's who you are and that doesn't change, and not only that but some people are trying hard to make you one, what stops you from becoming one? Does really JBR had a choice?
I hope that I answered the question why JBR was different. Anyone can become a killer as you said, but the show focuses on these particular people, not to all the killers that exist out there.
You see, morality aspects can be delivered with a lot of ways. When you do a movie about war, you want to show to the people that war is bad, so you show how inhuman people in war are. You are saying "Did you see what happened? Did you see how cruel that was? Doesn't war make you furious? That's why war is a bad thing." That's what we're seeing in Mouse too. We see what we should not do. We see what's wrong. If you want to do the right thing, you have to know what's the bad thing too, so you can avoid it.

Of course, not all killers are psychos and not all psychos are killers. But who said that the people in the drama are thinking straight?
But even in real life when the word psycho is being said, from most people means “bad-crazy”
In drama we see how people would have reacted if they could identify psychos in advance, that’s the key question the show ask. Also in the drama we see that the son of the head hunter was an experiment of OZ. They pushed him to become a killer. So, with the right care, would he have became a killer? We really don't know, but we know that the kid didn’t have the intention to kill before his family was killed.
In the end, in the drama we see how a science theory about genes became a weapon and destroy the word when it supposed to make the world better. The could have run DNA test and provided the kids the right education (or psychotherapy) so they would became decent human beens. But they decided to eliminate them, so many people paid the price.
