The MAOA gene is hereditary, every gene is. In real life though, it's much more complicated from what the drama shows. There are other genetic and environmental factors that play a very important role too. That's why in reality we can't identify psychos in advance.
That's also the reason why the drama is Sci-Fi. They simplified things too much so that the story they wanted to tell us makes sense. If you read the background link I sent, it says that the writer wanted to give feelings and moral compass to a psycho, so he can realize his wrongdoings and be punished. That's why she used the gene and the brain transplant.
But she didn't only want to punish the psycho, she wanted through the OZ organization to make as understand that the normal humans are at fault too. OZ killed a whole family. But not only OZ people were bad. There are mothers that tried to kill their kids in the drama. There are also some ladies who abused JoHan's baby because it was a "killer's" baby. Everyone in Mouse is at fault and everyone is a victim to someone. So as you're saying we mustn't categorize and limited a specific group of people because of a gene. Mouse is showing us why this is wrong.
I also agree with @BarbikaBored about the comparison. I love both Beyon Evil and Mouse for different reasons. I can't really compare them. It's okay for someone to prefer Beyonf Evil and it's okay also for someone to prefer Mouse. It's up to someone's personal taste afterall.
