You're right about the accent. But I think everyone on set probably speaks Mandarin (or canto if it's a canto drama), especially because some dialects like Fuzhounese can be a completely different language from Mandarin. Plus, pretty much all Chinese (with the exception of some very elderly in remote parts or in autonomous regions) know Mandarin because that's what's taught in schools. If one actor said their lines in mando but the other spoke in canto it would be the equivalent to one actor speaking Spanish and the other English. Another reason dubbing happens is that the actor's voice doesn't match the character's voice.
