I tend not to express opinions on this kind of topic, about how a government/institution should act or should have acted, especially when it's about a society I have never lived in, but nonetheless I find your idea pretty interesting. It might actually have been a way to recover the lost good image and the trust of the population. Cinema and TV are pretty strong tools of soft power, so it's not possible to completely exclude this solution :)

I didn’t know about this specific cult nor about their terroristic attacks, but now I finally understand why Japanese police dramas have so many references to cults and bioterrorism, especially using sarin… I don’t think I’ve ever seen a direct mention to this cult (or maybe I just didn’t notice), but I remember major references to these topics in Trick (https://kisskh.at/453-trick, cults and brainwashing), Bloody Monday (https://kisskh.at/14-bloody-monday, with a really charismatic and scary cult leader and bioterrorism) and Cold Case (https://kisskh.at/18509-cold-case-shinjitsu-no-tobira with another brainwashing cult). About the novels, I remember seeing here on MDL someone who said was starting the translation of the original novel of Novoland: Pearl Eclipse. Maybe you can have a look on novelupdates if there's something :)

With this kind of structure I can only think of The Grave Robbers series by Nan Pai San Shu (https://kisskh.at/people/13196-xu-kennedy) and Ghost Blows Out the Candle by Tian Xia Ba Chang (https://kisskh.at/people/46665-zhang-mu-ye), both about grave robbing (don't know which of the two you meant by "Tomb"^^).

Apart from these, I can only think of novels with many adaptations such as Condor Heroes or Water Margin...

you can just watch the two castle in the sky without watching any other Novoland series, they are only set in the same universe

the premise of this drama is related to the prequel, so it's easier to understand if you watch the prequel first, but you can watch it also as a stand-alone, since it focuses on different characters (namely the daughter of the main leads of season 1)
