it's part of Chinese censorship. Basically the government is overly worried that people won't understand that the things the characters do in the drama are illegal, so they bring a legal expert to explain that like we're all in elementary school and don't understand the concept of fiction. it's the same reason bad guys are always punished in Chinese dramas. under censorship rules, the bad guys can't get away with being bad because that would "promote immorality." it's all pretty silly.
