Yes and no. The popularity did influence the list, but some less popular actresses on MDL are ranked higher than more popular ones. I agree about the grid format; unfortunately, that's not possible on MDL. They're called voting "lists" for a reason. As for the number of actresses, I didn't add all of them. Dozens were added by other users, and at one point, the number reached around 90. Many were over 30, so I had to remove them.

It's most likely not a bug. Instead, there are probably users with special permissions (voluntary stuff or something similar) who can edit lists even when the permission to add is locked.
