I understand your feeling, I'm also quite frustrated by certain character traits and lack of action of TSJ. However, when it comes to XY, I don't think everything she says should be taken as the absolute truth. She is a living paradox.
Example: in episode 14, she tells TSJ she can't be like San'er who chooses to cling to a man to forget the hardness of life and that the only thing she chooses to keep is the fear of being abandoned. San'er also shows only a part of herself to her husband, living in falsehood. But TSJ and XY also do this to each other at first. XY accepts the 15-year promise without really believing in it and believing in TSJ. She shows him what he wants to see. TSJ too. When he was Shiqi, completely devoted to her, who speaks little and erases his personality and his desires to model himself on her. He only shows her a part of his personality so that she clings to him. They mutually need each other and that the other doesn't let them down but they don't trust the other to let go and being completely natural (at least at first).
XY says things and sometimes she sticks to it but sometimes she doesn't or, on the contrary, she criticizes something she is currently experiencing but without admitting it to herself.
TSJ is not cunning and ruthless enough to protect himself and her. He is too filial, gentle, accommodating and ends up making them both suffer and almost losing her forever. She will have no stability, no future, no peace with him even though he is her soulmate and she enjoys life with him the most. As a cousin, honor demands he kills TSJ, and as a man in love, he can't bear to imagine them intimate.

On top of that, he's an unpredictable demon who has harmed her physically in the past. She wants a long and happy life with a man who will never give up on her. The 3rd ML fights constantly (so can abandon her at any time for his loyalty to his army and die in battle) and is the enemy of her family. It is therefore impossible for them to be together. Therefore, she locks her heart and tries to find a husband with her head, someone who fulfills her needs and who she is attracted to. Which is the 2ML. She is physically attracted to him, likes him, they lived as a family for 6 years. He is sweet, kind and devoted to her. Moreover, he is weaker than her on some levels which gives her the impression of having the upper hand in the relationship and he is obsessed with her which reassures her in her fear of abandonment. It is a simpler and more rational love than the one with the 3rd ML, but it is nonetheless without difficulty since the 2nd ML has problems to settle with his family and neither of them is fully trusting the other (partly due to each being aware XY is not totally in love with and devoted to him).
I'm very mixed with TSJ. A part of me likes his cute and nice side but a part of me would like much more to see the confident and powerful man we see him to be at rare times (like when he comes to save XY from XL's camp in episode 4).
There are 3 points that bother me the most with him (my opinion is based only on what the drama shows, not the novel of which I only read some chapters):
1) His passivity in relation to his brother. He doesn't want revenge on his brother but knows that the latter can attack XY if he knows she matters to him. That being said, I find it hard to know if he has a plan to prevent this or not. How to protect XY from his brother if he does nothing against him?
2) His engagement and his inability to call it off. He doesn't love his fiancée, doesn't want to marry her and keeps telling her that. However, apart from asking his grandmother to accept, he doesn't seem to do anything about it. He doesn't go to see his fiancée's family, he doesn't seem to investigate his fiancée (who is very suspicious) whereas following her for 2 seconds would allow him to discover the affair between her brother and her. For me it's a problem if he can't manage this for years, letting the population get used to his engagement. The more time passes, the more difficult it will be to break it. And the harder it will be to get his marriage to XY accepted without it being frowned upon.
3) His attitude towards XY. He constantly belittles himself in front of her, calling out for her pity (but not wanting it either). And while I understand his insecurity, I find sometimes he uses that to his advantage more than to really confide in the woman he loves. He asks her to wait for him for 15 years while he fixes his mess and keeps reminding her of this promise. He also spies on her. All this doesn't please me because it seems to indicates a certain manipulation and a lack of trust. Like is he devalues himself because he knows she will take pity on him and, that her heart will be moved and therefore more likely to fall in love over time. He makes her promise to wait for him and not to love another and keeps reminding her because he knows/thinks she can break his promise and doesn't trust her or her love for him (but still, he want to tie her to him). He spies on her because he doesn't respect her autonomy and needs to see what she's doing with another man.
Conclusion: He is the nicest, most stable and cute of the 3 MLs. But maybe that's exactly why I expect more from him. Instead, there are several red flags that confuse me. And since I don't see him taking action to protect his future with XY, to protect his place in his household, and I don't like the way he is obsessed, possessive, and emotionally manipulative with her, he's not one of my favorites at all. It may also be my personal experience that makes me really uncomfortable with this kind of attitude. But I hope he will evolve and that by the end of the drama, what I blame him for will no longer be.
