Of course she would call her when the situation just happened. She probably still calls or texts her sister, but she wouldn't actively go looking for her while the loan sharks were still after her (which is what my comment referred to) and would need to get in contact with her sister to be able to find her after the situation got resolved.
It's a common trope in and outside of K-media for people to go MIA / 'become dead to the world' when they have high interest debts. That context might be less clear to an international audience.

The sister doesn't know the debt has been paid, so she's staying underground for now. (FL and mom probably understand that this is what they are doing, so they aren't majorly concerned. She might have seen her sister on tv/stream, so it wouldn't surprise me if she pops up at the last moment in the show or if she's too afraid/embarrassed to show her face around her family for now.)
