oh thats my tweet! thank you for linking it <3. when i was talking about it (hira's development) a mutual on twitter added that hira is so self depricating because it has been ingrained in him since he was a child. he struggled to express what he liked/disliked, his interests which then affetcs him in later life in the way he can't express things well to kiyoi thinks and how he thinks that the fact he does struggle with that is another thing that makes him lesser to kiyoi.
like you said hira could barely have a 'normal' conversation with kiyoi, let alone tell him his goals (but then again he didn't even have any goals before kiyoi. kiyoi makes him want to do things with his life). we could see that even in s2 hira didn't want to tell kiyoi of his job failures and yet he was already making steps of expressing himslef to kiyoi in episode 4. hira will never be the average 'loves kiyoi a normal amount' guy that some people were expecting him to become, however we are seeing his personal growth of becoming more comfortable in his own skin and seeing himself as apart of kiyoi's world and not just someone watching it through a piece of glass.

fans were definitely saying it for last season at least (not with any actual animosity/hatred for yusei's acting but people were commenting a lot on his kissing skills). yusei is pretty active on twitter both on his solo account & the one he has for his group and that was where most of it was being said (both japense & english fasn) so i wouldn't doubt him seeing it (it varies for every actor though im sure). if i was a celeb i'd 100% be nosey and look at what people were saying about my show so
