I'm not Chinese, but have been to China's metropolitan cities twice. The thing you are asking does exist, but like not everywhere. There are vicinities and provinces that are very similar to what is depicted in the movie, yet there are other parts so different and more on the modern side. I think the movie's focus was on poverty and glamorizing the populations living there. but as a spectator, i saw similar scenes during my travels. Especially in metropolitan cities that are really expensive. Again a tourist's point of view might differ from a native's.
