From the character POV: At first, it was to avoid being hunted down and not reveal his identity. Later, he chose to remain silent, clinging to the simple happiness of Xigu Lane.

The plan was half were to stay behind so the enemy would not be alerted (they were the one who took care of building the dam, so totally leaving the camp was indeed suspicious) but the Chongzhou's vanguard found out about it and attacked the camp, caught Mr Tang off guard. They could have prepared something for the attack but it occured earlier than the plan so even winning (the flooding enemies strategy still continued), it costed so many lives of those remained in the camp. IMO.

Episode 22 is spectacular. Zhang Linghe on the horse was such a view, the fight with Sui Yuanqing, the unhinged Qi Min and the exploded dam. The director really surpassed his already amazing directing ability in this drama and with great line of actors, has delivered such an outstanding episode 👏🏻
