But if one of the characters die from being tortured, because he/she refuses to turn in the ML or another activist, then this is literally, word for word what actually happened, and the claims of "Fiction" become harder to believe as the plot follows very parallel to the real thing.

This all happened around 1979. After this South Korea entered into a militaristic regime, also called Martial Law.
After Chun Doo Hwan was in power, approximately 100,000 protestors, mostly students, started the pro democracy movement. This all happened in 1980 remember. Gwangju, became the epicentre of radicalism as this region has had a long legacy of radicalism and protest dating back to as far as the Japanese Invasion of Korea. So this was where the Gwanghu Massacre took place, in a span of a few weeks in May 1980, reputedly 170 students were killed and tortured. Modern estimates brings this number up closer to 2,000 - 3,000 people dying. The government at the time has defined these protestor as North Korean and Communist sympathizers.
The 1980 Korean constitution already limits the presidency for up to 7 years. So when Chun Doo Hwan came into power, there was no way he could rule forever. But there was a chance he can directly vote for his successor.
Ever since the Gwangju massacre, Chun Do Hwan became more gun shy about fully flexing his military might, and obviously his popularity took a huge nose dive. After the Gwangju Massacre from 1980 - 1987, college teachers, students and etc, continue to protest and strive for true democracy in South Korea.
Sometime in January 1987, a student by the name of Park Jong-cheol died from torture from the government, after refusing to oust his colleagues. This reopened old wounds from the 1980 gwangju massacre, and reignited the passion of koreans to protest which led to the formation of the June Democratic Struggle which eventually forced Chun Doo Hwan to hold a real election which culminated in December 1987 and finally end his 7 year military rule. At around June Roh Tae Woo had informal power, and was promising sweeping democratic reforms in June of 1987, he is formally elected in December of 1987.
I don't think it's very clear whether Snowdrop is happening before Park Jong Cheol has died or after. Or, they maybe will use a fictional character to represent Park Jong Cheol, which will later lead to the June Elections.
