Soo Ho did not kill Young U directly, but one can quite easily correlate that because of Soo Ho's mission to being Prof Han to NK in the first place that the incident had to happen.

But you could also argue, Young U being in the army, he would have been killed eventually, so that would be Eun Cho's fault.
