Yes, it was up to him whether she was sent to jail or not, and he could've spoken up for her. However, as you may already notice, the Heavenly Emperor is avoiding, at all costs, that Ying Yuan ends up falling in love, like he even tested Ying Yuan and Zhi Xi to see whether they were in love. According to this, when Zhi Xi and Ying Deng planned the whole thing against Yan Dan, there were only two possible suspects, Yan Dan and Zhi Xi. Zhi Xi "proved" she was innocent, so Yan Dan is the only possible option. If Ying Yuan spoke up to her, he would be showing preference over someone (something he doesn't usually do), and that would attract the Heavenly Emperor's attention, and it may get both of them the test with that red thread to see if they're in love, and hence the punishment of love. - He never planned to send her to the Night Forgetting River. At first, he planned to get evidence to prove Yan Dan's innocence and then give it to the Heavenly Emperor. However, he went to Land Under the Horizon (where he lived with Yan Dan) and ran into Ying Deng. He told her that he had the evidence of her crime, but she bites back saying he and Yan Dan are also criminals because they're in love. Also, she says that if Ying Yuan gives this evidence about Yan Dan's innocence to the Heavenly Emperor, he would find it suspicious. I don't really know how to put it, it's not like one-sided love it's okay. I'm pretty sure if the heavenly emperor realizes someone "loves" YY, he probably would give them the love punishment if they take any action, but YY doesn't let this kind of stuff happen coz he completely ignores Ying Deng for the most part of the time. I guess that's also a similar case to other Heaven's immortals. I think the explanation of the love rule is quite reasonable. Anyway, hope you enjoy this drama.
