I think it must be his decision of acting because in one of his prior roles, in One and Only, Zhou Sheng Chen's eyes are extremely compelling. Like he never said it, but I could tell his feelings so well just for his face and eyes expressions towards Shiyi.

Sadly, the difference is not clearly explained here and neither is in other dramas of this same genre. Like immortals and gods live way longer than humans and also have powers, they also live in different realms- While demons have some sort of dark magic, usually pictured as the "bad people" in this genre, they live in the demon realm, and they also live quite a long time in comparison to humans. Another thing is that all of them can die... I guess Chinese viewers may understand it more since the xianxia setting comes from their mythology and folklore (which is really different from the western one).

Oh, I'm sorry since all the material I've watched before had "The Lotus Casebook" as a title, I thought someone randomly changed it. However, I went to Youtube and it looks like iQiyi did change the English official title. The prior one sounded honestly better, but as you say is not something we can't change. I'll try to explain the overall situation to you:
- Your first sentence about " it was up to him whether or not she went to jail for the poisoning incident". Yes, it was up to him whether she was sent to jail or not, and he could've spoken up for her. However, as you may already notice, the Heavenly Emperor is avoiding, at all costs, that Ying Yuan ends up falling in love, like he even tested Ying Yuan and Zhi Xi to see whether they were in love.
According to this, when Zhi Xi and Ying Deng planned the whole thing against Yan Dan, there were only two possible suspects, Yan Dan and Zhi Xi. Zhi Xi "proved" she was innocent, so Yan Dan is the only possible option. If Ying Yuan spoke up to her, he would be showing preference over someone (something he doesn't usually do), and that would attract the Heavenly Emperor's attention, and it may get both of them the test with that red thread to see if they're in love, and hence the punishment of love.
- He never planned to send her to the Night Forgetting River.
At first, he planned to get evidence to prove Yan Dan's innocence and then give it to the Heavenly Emperor. However, he went to Land Under the Horizon (where he lived with Yan Dan) and ran into Ying Deng. He told her that he had the evidence of her crime, but she bites back saying he and Yan Dan are also criminals because they're in love. Also, she says that if Ying Yuan gives this evidence about Yan Dan's innocence to the Heavenly Emperor, he would find it suspicious. If I remember correctly, she even says it's way better for Yan Dan to receive the crime punishment than the love one because the last one would take her life.
After this talk with Ying Deng, Ying Yuan's plan changed. Now, he plans to let her receive the criminal punishment and then let her live freely in the Heaven realm with the letter of immunity of Marshal Huode. In this way, he can avoid the Heavenly Emperor's suspicion and keep Yan Dan's life safe. But then as you know, heartbroken Yan Dan makes some really unexpected decisions, ruining YY's plan.
- The Heavenly Gallows is the place where Yan Dan is supposed to get punished, to get there by walking, you need to go through the Bridge of Emptiness. That's why some episodes earlier, Yan Dan told Ying Yuan that some lovers jumped from the Bridge of Emptiness to avoid the love punishment.
- There's indeed something wrong with the emperor and his logic, but I won't get into it because that's a big spoiler
- Yes, YM's bangs disappear LOL.

I think I worded it wrong... I don't really know how to put it, it's not like one-sided love it's okay. I'm pretty sure if the heavenly emperor realizes someone "loves" YY, he probably would give them the love punishment if they take any action, but YY doesn't let this kind of stuff happen coz he completely ignores Ying Deng for the most part of the time. I guess that's also a similar case to other Heaven's immortals.
I think the explanation of the love rule is quite reasonable.
