No, the episodes weren't the result of fans' special requests. The streaming platform had all of them planned quite long ago. They're added as special because they aren't fully connective or following the timeline with the ending of the 59th episode. As I said, the 59th episode is an open ending hinting at a happy ever after, specials later give you that.
Why did they do it like this? Youku and other Chinese streaming platforms have been doing this lately, maybe is marketing, but I'm not sure what it is. For example, when episode 59 came out, it was extremely trending for the initial ending, then the rumor about the specials came out and they went more trending when they released them.

The love abstaining rule was set by the Primordial Lord Ran Qing (Goddes) for all Heaven's immortals, Supreme Majesty is just following her last order. All of this has a deep reason behind it that it'll be explained later in the drama.

These are just specials, I'd actually say this is 59 + 2, the ending of the 59th episode is an open ending hinting to a happy ever after that is more clearly shown in these two special episodes. And like, these are specials because they aren't meant to follow directly the timeline of the drama, just give some extra info about the characters and their story

Youku gave us time to grieve and then we got the sweets, which leads me to recommend you take a break before watching the specials coz yk, they are specials, not meant to directly follow the dramas' timeline, and the emotion change between the 59th episode and the special is pretty big and abrupt if you watch them one after the another.
I think it would definitely make me cry, but that's great. I love to relive all the angst.

But as I commented before, viewers became blind by the apparent sad ending, so many couldn't see the hints; I think if they would've released them immediately after the 2nd of Sept, I would also feel the abrupt change. Youku gave the audience time to grieve before giving them the candies.
I hope some users consider taking a break before watching them.

Actually, what you're pointing out does make a lot of sense. That leads me to think special episodes are not meant to be watched immediately after you finish the 59th episode because the change it's indeed abrupt, that's why they're special episodes and not actual episodes.

She becomes a rock in episode 32, and then, she returns to be killed by YD in episode 38, but she doesn't really cause too much trouble in the mortal realm, she just appears to catalyze the main leads' relationship.

I understand, the angst does hurt quite a lot. I think the heaviest angst is probably from episode 11 until 18/19 then everything is quite lighter, but this is well-done angst. Mortal realm is pretty funny, adventure related, Ying Yuan's and Yan Dan's mortal selves are hilarious, so if you don't want angst then you can peacefully watch from the 20th to the 38th episode. The rest of the angst doesn't really affect their togetherness for too long but ofc it still hurts.

I mean if you want a rest from the anguish, you can jump to episode 19/20, from that episode onward everything is happier coz it's mortal realm arc, but without the anguish of episode 11th I don't think it would be the same. Btw, the begining of part 2 is also angst.
Honestly, we all have different takes on angst but IS's angst is pretty well-done, it hurts good yk haha.

Xufeng and Jinmi weren't officially together also until the very end of the drama. I think since you didn't watch all Immortal Samsara episodes, you told me you stopped watching at the 16th episode, you shouldn't be spreading fake news about them not spending much romantic quality time together, because as someone who watched the whole thing, they did, they went through hardships, happy and sad moments all together (is there anything more romantic than standing by your loved one no matter what?) and their slightest interactions are pretty romantic and really heartfelt. Anyway, this is not the place to be speaking about other dramas though, just wanted to share my piece of mind since you mentioned the topic.

Don't worry, hehe, I think most of IS's loyal fans are actually very polite even with haters. I believe we all know everything is about perception. In my stead, I felt both were cohesive since the last "official" episode of IS gave hints about them returning to life by showing the remnants of their primordial spirits. Still, everyone was blinded by the sudden supposed SE that many viewers didn't see that it was actually an open ending. The 59th episode is heart-wrenching and a good closing by itself, the other two specials are just extra material to give an official and clear HE since people usually miss and don't appreciate enough subtle things.

With a 15 min trailer who wouldn't, I don't know what was Youku thinking hahaha. SWKMM looks angsty for both the romantic and sibling parts. He's also filming one historical drama right now but it's more mystery and adventure related.
