In "Story of Kunning Palace" he looks a bit flat as in the character and in "One and Only" I disliked his character as well - just my opinion.

1. Youku is deceving us and we get the 40 episodes
2. They cut it down - what wouldn't make sense, because for that it would need a new review done by the NRTA.

I am very sure, that they know the rules, because in 2022 when they were released, they stated their disatisfaction as well on Weibo. They were very loud, since this ruling contains more then just the rule in regards of time as well as max episodes.

They're just unhappy with the broadcast schedule. But yes, Youku has the right to complain, because the internet is not a legal vacuum where you can say anything you want.

Even actors have to take action when their fans misbehave.

And the ruling is clear, that a drama can have 40 episodes with max. 45 minutes with 18.00 minutes overall. They already broke this ruling since they aired episodes with 57 episodes. So in my opinion, it would make sense for the NRTA to say something to the effect that the drama has to reduce the number of episodes. Which I also find strange at the same time, since the drama is also reviewed by the NRTA before airing.

But may be we get lucky and they just stopped the airing schedule at 36, since normally one the airing calendar it is mentioned, that it is the dramas finale...

Edit: This rule exists since May 2022, so it is nothing new to any producer. Therefore many dramas have aired lately with two seasons in order to avoid the conflict with the mentioned rules above.

They are literally posting it on the Webo accountof the drama! So the producers as in Youku gets to see it.
