Def. It's counterintuitive to how the characters have interacted and developed in this first half. It's a little jarring and out of character. But at least the misunderstanding is better than some. And I'm looking forward to when Pan'er realizes she messed up and seeks to reconcile with GQF. I'm hoping for a lot of tears and regret for not believing in him and forsaking him.

For our CP story to sum. Pan'er wants to open a restaurant. GQF promises to support her financially. GQF finds out that his father was the one that convicted Pan'er's father (blood fued). His mind is in turmoil with the new realization. He does not see Pan'er that day. Pan'er is shopping for restaurants and decides on one (it's pricey), but she needs mo monies. She signs a contract with a promise to pay soon, GQF has got her back right? OFC my boy GQF ain't no OX. My man keeps his promises. GQF gets the monies prepared.
Later he is ordered to leave the Capital on an assignment. Pan'er can't find GQF and there is no yellow flower, or mo monies that he promised. Pan'er continues to wait believing he will come through. GQF leaves a bank note (it's like roughly 310,000 USD in today's monies. Back then it is lifetimes worth of cash) on Pan'er's window desk. (Note: You can imply that he is giving his life to her. He trusts her, even though he is dealing with the shock of the blood fued) He still can't face Pan'er who is sleeping. Without a word and no yellow flower, he leaves. To Pan'er it's as if he never visited. Strong wind knocks the bank note on the floor.
The following day he leaves for Official Business (FYI, you cannot disobey or leave until the job is done, or you will be severly punished/executed). Zhaodi who goes to open the window unknowingly mixes the bank note with other papers that fell in the floor. Pan'er doesn't find the monies, and GQF is fucking gone along with Chen Lian who just had a falling out with Zhaodi. Thus the HUGE misunderstanding that GQF abandoned Pan'er begins.
The next few episodes is Pan'er trying to start up her restaurant with.... Chi... Pan....Dun dun dunnn....Pan'er gives up on GQF.

Turns out...it wasn't GQF that abandoned her, she was the one who abandoned him all along. O the irony.
Also, in episode 36, Pan'er finally realizes what GQF's father did to her father.

Yeah. The seperation is just a plot device to get the story back. So Pan'er can go back to her dream and shouldn't stop because of a man. Girls need to stick together etc. Zhaodi also be misunderstanding Chen Lian's good intentions. In the end ironically, GQF never abandoned her, she was the one that abandoned him. I'm gonna tear watching it, I know it. That realization going to hit her hard. I hope we get a monologue and a conversation with Sanniang about what she realizes. Not sure with the direction the director will go. But, looking forward to it.

Minister Xiao is the one who sentenced Pan'er's father. The circumstances are somewhat complicated. There is no right/wrong person here. Both sides were doing what they thought was right. There wasn't anything insidious. The fact remains though, Pan'er's family was accused of a crime and they were exiled and made slaves. Minister Xiao was the one in charge.
Sunniang's son will make a return in episode 36. He ends up in the Capital stealing food from the restarant. Not sure if GQF had a hand in getting him there. It's obvious he was being starved back at home.
What did Pan'er read? Is she just getting information on what GQF's father did to hers?
Not sure. I feel like it might just be circumstances and concidences that our CP have such an interwined past. It would be cool if Xiao family somehow was involved with getting Pan'er released. That would be ironic. Person who indirectly sent you there got you released as well.
The thing is Prime Minister Xiao is described as a strict military man. He just follows the law and orders as given. Pan'er's dad was accused, convicted and sentenced to the letter of the law. Minister Xiao knows the importance of power. There is no bad or good. His words of wisdom to GQF was to cherish a true love and not end up like him. This an old man telling his son his biggest regret in life. That's being too consumed with his job and not being there for his family. He really doesn't seem like a bad person at heart.
I'm not sure how Pan'er will resolve her feelings. My guess is after the last meetup with GQF, and finally realizing he didn't abandon her, trusts her, supports her and loves her unconditionally, she finds that she'll continue to be with him no matter what and thus they are reunited. He didn't break any of his promises (i.e. he's not the 2nd OX). The bank note that GQF left her was all of that. It's him trusting her with his life.
If you don't forsake me, I won't forsake you. Those were her words. She has to keep her promise, right? He didn't forsake her, he's given her his all and that trumps any misgivings that happened in the past between the families.
