And if they were put on trials, they will likely be executed but this is through a judicial process in which everything would be documented. Qin Wan is someone who wants everyone to know of the crime committed because it then also lets people know the victim was a victim and that they existed. Simply killing the murderer =/= victim gets known and vindicated in the eyes of those alive.

They had to change the origin aspect of Qin Wan because transmigration trope is not allowed in C-dramas currently. Because of that change, several things had to change too but I think it still lined up quite nicely and it makes sense IMO. But you can always just see this drama as an AU of the novel.
