Yeah I noticed that Seon Jae's watch goes missing during the 2009 flashback scene as well. But I assumed that Seon Jae just lost it during the fight and didn't find it. And that they found Im Sol's watch in the evidence photo with the rest of Im Sols stuff that she dropped.

It was Sols watch. They stated it too, that all of the victim's (Sol's) belongings were return back to them. That's why she starts searching her house again for the watch.

The watch doesn't disappear when Im Sol goes back to the future. When Im Sol is going through the police reports of the 2009 incident wjen she's back in 2024, one of the photo evidence shows the watch. That is, 19 year old Sol that hasn't time traveled, was wearing the watch.

Sol CANNOT! She ABSOLUTELY CANNOT avoid the incidents of the past! Especially the ones involving the taxi driver! She tried to do that the first time around in 2008 and when she came back to 2024, she realized an incident happened in 2009 with the taxi driver!
The taxi driver has been following Sol's every move. He knows exactly where she is! And that shes trying to get him caught.
While the events of the future are able to change because of the choices that Im Sol makes. That's ALL Sol can do. Change the choices she makes. She can by no means avoid the incident and alteration with the taxi driver! The outcome can be different- which in turn alters the future but the events of the past with the taxi driver are unavoidable for Im Sol.
We see this in the first time slip. The fire at the house still happens, Seon Jae still injures his shoulder, Im Sol still ends up falling asleep on the bus, Seon Jae still saves her from drowing, Im Sol still ends up being kidnapped, and Seon Jae still ends up saving her. The outcome for some of them have been altered because of the choices Sol made, but the incidents themselves still happened.
If Sol tries to avoid the incident in 2009, then 100% there would be another incident involving the taxi driver later on. Sol can change the outcome of the incident thats about to happen in 2009 but she can't avoid it and nor can Seon Jae. EVEN IN EP 13 PREVIEW Seon Jae is still going to end up where Sol and the taxi driver are. Even though Sol tried her best to make sure he doesn't.
I hope we get an explination why the killer is targeting Im Sol and they just write it off as random.
Hes just a pyscho serial killer. He's particularly fixated on Im Sol because he wasn't able to kill her the first time. And he hates Seon Jae because he saved Sol.
