The last episode was more about the psychological aspect, the character dynamics so the ending was justified, Joon Mo's conversations with Ki chul and Bibi made him feel guilt because he got too attached to them, Bibi killing the cop even after finding out the truth because Joon Mo indirectly told her to hide which shows he actually cared for her, him shooting Ki Chul so that Euijung won't have to feel guilty about Ki Chul shooting himself, and the couple separating because they knew they can't go back to what they used to be. Joon Mo visiting Ki Chul's resting place at the end.At the end the show was about Human greed and the lengths people go to just to achieve their goals. And loose something in the process.Everyone lost something. The end wasn't underwhelming but 'real'.
We still haven't been shown the promotion scene from the trailer. So there are two possible endings if we consider that scene.. The possibility of Joon Mo dying is pretty low.... the story showed us how he changed over the course of the mission so him dying after changing so much wouldn't fit well with him dying at the end. 1. The mission was a success and both of them got promoted but their relationship isn't what it used to be. 2. One of them died (the couple) and the other one is imagining their presence in that scene.

If his boss were to do something and make him back off, the sudden change in his behaviour after everything he did to get them would cause Ki Chul to doubt Joon Mo

That definitely wasn't romance, they were both uncomfortable and not actually enjoying themselves. The characters in the drama have complex morality they can't be all good or evil. They are walking the grey line and have to be willing to get their hands dirty if need be. I have already mentioned this a few times in the comments.... " The Worst of Evil" here mean the characters making decisions solely for their own benefit to accomplish their goals, without the thought of it being morally correct. This title suggests the lengths people will go to achieve their goals and the evil that is brought out in the process.
Example: Eui Jung's confession to Jung Ki Chul or Junmo leaving the guy to die in episode 7..
I hate how the makers tried to romanticize a classic noir thriller. Such a shitty move on their part. Noir genre…

The scene were Joon mo proposes to Eui Jung shows us he has an innocence to him which we were unaware of.
His journey from that innocent man so in love with his to be wife.... to the ruthless and menacing guy who would cut, stab and bite ears off of people and his wife witnessing the change in him and what has become of him due to his mission could only be shown through those miniscule romantic scenes.
These scenes add depth to the characters otherwise they would just be sociopaths who are just willing to do anything for the job.
Ji Chang Wook was exceptional.... I personally think this is the best performance of his career mostly because the character Park Joon mo is polar opposite of who he is in real life, and to pull it off like how he did is just WOW. This reminds me of "Ta Hwan" from "Empress Ki" because of the complexity of the character. Not that the characters are similar in any way but how they show changes as the show progresses. They become something completely different from what they used to be. As I had stated earlier "The Worst of Evil" refers to the evil brought out of people in the process of accomplishing their mission. The lengths they are willing to go for their goals and ambitions. Joon Mo and Eui Jung's relationship won't be the same after everything's over.
We finally got to see the whole of the opening scene that Im Semi hyped us up about. And man did Ji Chang Wook deliver,from Park Joon Mo worrying about the guys he shot( whether they were alive or not) to him mercilessly stabbing and slashing people up with that menacing look on his face, him cutting somebody's Achilles tendon without any hesitation or remorse .... This is without a doubt one of the best action noir dramas and also one of the best performances by any actor who's worked in the same genre.
He better be getting lots of awards for this project, this drama deserves so much more love.
