People here keep saying that Junmo will turn evil by the end, hence the the title "The worst of evil"
I personally think the title doesn't refer to anyone specifically but rather the evil that is brought out of people when they are met with inevitable choices... just like the choice Park Junmo made at the end of episode 7.
I think the title foreshadows the lengths Park Junmo would be willing to go to catch Ki Chul and what would become of him by the time he accomplishes his mission.

Him not being meant to be a gang leader means he didn't always want to lead. If you watch the first episode again you would see he didn't want to kill his boss from the start, when he got information about the drug trade he went to his boss with the idea to take over the business . It was his boss who rejected the idea and stepped on his pride, that was when he decided to kill his boss. Again just because someone wants something doesn't mean they would be good at it “As soon as he was giving the opportunity to become part of his ex boss's gang, he seized it. And then, when he was stopped of furthering the drug business, he took it upon himself to annihilate his boss as well as all of those who were loyal to him.” His pride and greed led him to become a gang leader nothing else. Having a crappy childhood doesn't ultimately lead you on a bad path. Park Junmo had a similar childhood and he didn't have any other family members (mother and sister) but he still became a police officer. The show shows Junmo and Ki chul as two sides of the same coin who had similar experiences but chose different paths.

Ki Chul was never meant to be a Gang leader, its not something he aspired to be. He was just a normal guy with a few childhood friends until he was provided with an opportunity to gain power and wealth. The reason he got into all this was because of his Greed and Pride, he did not want to be looked down upon by others, ofcourse he doesn't have a knack for leading, it's not something he always wanted to do all he wanted was power and money, the means did not matter. He hasn't been a Gang Boss for a long time so his character is pretty accurate considering everything.
Him disregarding everything else because of his feelings for Eui jung makes him seem more Human than something fictional.

She didn't hode her past, she just didn't tell him about Ki chul. Its not like couple tell each other about all their past relationships. Joon mo has not done anything evil yet.
I personally think not having much bromance is essential to the storyline, at the end of the day both the ML's are standing at opposite ends (a cop and a criminal) and Joon mo's mission is to catch Ki chul so for the story to progress in the right direction they mustn't get too close.
From Joon Mo's point of view it only makes sense that he doesn't want to get too close to someone who's a criminal and is also pursuing his wife.

I found this review on IMDB and reported it cause it didn't make any sense to me.
"I could only watch episode 1 and I'm done with this Kdrama. I had such high hopes for this 90's action noir drama set in Gangnam. The cinematography was classic Korean and did not disappoint. The writing was just okay - nothing that made me forgive the casting and want to watch the entire series. The reason I'm done with this series is the casting of the 3 main leads - I think it's primarily because the characters all needed to understand the 90's in Gangnam & none of them were even teenagers in the 90s. Two were born in 1987 and one in 1991. They lacked chemistry, believability, & the life experiences for their roles. Im She-Mi was not edgy enough to be a 90s narcotics officer. Wi Ha-Joon, who was so good in Squid Games, was all wrong as the gang leader. And by the end of the episode every time Ji Chang-Wook was on the screen I dreaded it. Poor JCW, he either tried too hard & overacted or he seemed to be uncomfortable and tired. I'm guessing that the 10 Korean actors in their 40s that I think would have been amazing in this action drama were too expensive or else the director thought 30 somethings would work cheaper. I don't know why they were cast in the first place but I will research before I watch another drama directed by Han Dong Wook. I can't watch another episode and wish I hadn't watched this one - what a huge disappointment. Sadly one and done.One and Done"
