Here's a scenario...
Imagine a society strictly segregated based on legal or illegal drugs. Imagine your capital city where the north allows drugs, the south does not, with an enforced partition line across the centre. Which half would you assume is the better place to live and which would be economically greater, which would provide the better world for your children? Would the south have a problem with drug addicts?

Good point - it's possible. I think news outlets verify the details before releasing a story, they will be sued heavily if their reporting is flawed. When there's smoke without fire it dissipates before we get to hear about it.

Addiction is not criminalised. Criminality depends on the legality of the means/substance and the behaviour of the individual.

I agree with your sentiment, and I like your optimism where teachers and adults are just and honourable, and children return to school after the designated lunch interval - but alas there are naughty children who disobey the rules and teachers without the power or will to combat them... and unfortunately I've knowledge of some places where nobody intervenes and the victim is isolated, it's frightening and instils a sense of desperation when they see nobody is going to help.

A 90 minute beating by a man on an average man might cause a loss of consciousness or death.

A weak girl, on the other hand, wouldn't inflict much damage nor have the stamina to go hard for 90 minutes, not even 5 minutes. I'd guess she did sporadic spells over a 90 minute period. So adjust your expectations and let me know if you're still as certain as you seem.

It does seem pretty straightforward - I guess it's true what they say, that average criminals have low IQs. School bullying is one for the low end of that, low double digits. (In contrast, acting amongst highest IQs - unlikely a top actor will ever have been a school bully.) All these low-level actors/agents handle these crises in a stupid way too. If the truth is out there, best to acknowledge, repent, rehabilitate, take off again after a break... but transpose that onto a greedy, stupid idiot... how would they handle it? Badly!
