Imo, he is just twisted from whatever injustice he felt at that time and placed his anger on whatever target he felt appropriate. Irrational villain doesn't need a good reason for doing bad things. xD

Based on what he revealed so far, his end game is likely the downfall of the entire Feng Imperial family given he's almost at odds with the PM despite their collaboration.

I get his reasoning. Losing his toes was just the catalyst. The feeling of abandonment and being unappreciated compounding with his misplaced anger was the root cause. He is twisted as a result.

The prime minister is likely the same as well. Placed his anger on the Emperor for whatever happened to his son.
