Prince An/Qi Rong's mother family is rich and he himself harmless, so Qiu Shiliang use him to be his puppet. But then he got eliminated 😅 Richness is nice, but Qiu Shiliang need is a more useful people. If not for Qi Yan disobedient, he is rather choose Qi Yan over Prince An, or even Prince Guang.

From all the players, the one whom he can't figure it out only the 3rd person agenda. His action is neither friend or foe to him. He definitely want to make a clash between him and Qiu Shiliang. From this standpoint, who is the person that will benefit from their clash? Qi Yan is important to Qiu Shiliang, because he is useful to him due to his strength to eliminate his enemies before, kinda like Yan Zhi to him. But after the clash and Qi Yan is getting bolder to exert his authority, the 3rd person sabotage his power, by helping Qiu Shiliang to control Li De Yun. But he still want to keep Qi Yan alive, by sending the physician to help him recover and cover it from Qiu Shiliang.
The chaos in Lucong, didn't mean anything to Qiu Shiliang, because he never care about it. Instead he worried that it might give Qi Yan an opportunities to raise his army. But Cheng Xi made the chaos worst. Whether Prince Guang approve it or not, her action represent him. And so far, i didn't see him trying to help to control the rebel.
And with Qi Yan being "prison" in the palace and his health too, he is left with Yu'er as his option to help him figure out the 3rd person agenda. He knows she is getting help from Yan Zhi and also from the Right Minister men. In order to lure the 3rd person out, i think he used Yu'er to do the "deed." He is always hiding in the dark, it is now time to get him under the "sun," and make him fight with Qiu Shiliang instead?
Qiu Shiliang didn't like Prince Guang, because he can't figure him out, so he will never use him unless he didn't have any other option. After he has clash with Qi Yan and Qi Rong died, he is left with him. I am not sure why he didn't choose Qi Yan's other brothers, maybe because they are not obedient enough for him? Qi Yan at least back then showing his obedient, and Qi Rong is harmless.
Prince Guang can become emperor, from 2 ways, 1st from the late emperor edict whom he believe, made him as the next emperor instead of Qi Yan, but it is still missing. 2nd is from Qiu Shiliang "help." These 2 ways are the justified cause so far, because if he is using force to claim his throne, then his name would be brand as a rebel.

The real reason why Qi Yan ask Yu'er to go outside the palace. This is only my own personal view though,,

Because Yan Zhi want to use it as an excuse to call her sister, Rou Ling, Ah Ling, Ling Ling,,😅

The pace slowdown a bit. Qi Yan is trying really hard not to breakdown, and stay calm and show less emotions, i think he believes that Yu'er is still alive. He just couldn't help get swayed when he see Yu'er sword 😭
