My view on the matter is that Xiu is her favorite plaything or pet, so Ning is still not ready to let go for other pets /friends. Anyway, she has been kept away from other possible male prospective friends since her childhood, and she grew up without a mother to teach her how a young lady should think and behave. She doesn't seem to have been well taught in literature and arts : she did not know how to play the qin until she was taught by Mingyue on orders from Xiu ; she had no interest in Xiu's porn books and did not look like she read novels. She spends her time looking at clothes and cosmetics, not even to show off, and she loved her horse (but we only saw that late, as if the scriptwriter thought she was living too much in a vacuum, or as if she had been struck by a sleeping beauty spell since her 6th birthday.). So it was amusing to see her back in the crowd to stand beside Xiu's lieutenants as if she could trust that they could protect her like if she was a child. (ep18) But she was closer to recently met Bai Chuan and Ka Dan as possible friends, or to her maid Mei who had stayed with her many years but would not dare teach her how to grow up. Not real friends, all, but perhaps a little, especially since her and Ka Dan's crushes were somewhat similar in circumstantial opposition. She had not had time to learn anything from them. She appears to be a very lonely person who mourns that she has to grow up without a beacon to guide her (ep.5, the drunk scene). Xiu couldn't teach her either, because he was forbidden to get too close to her by the Chieftain who hated him. He had not much experience in love life since he too, was very young (about 20) but had not been encouraged to have girlfriends; his going to the brothel was clearly not to enjoy forbidden pleasures as much as to get information : even Bai Chuan ended up convinced of that reason. Besides, he had mixed feelings of loyalty to other causes too, and acting as shepherd dog to a spoiled child was not what he wanted to do forever.
I don't mind Ning unlike many commenters here. She is literally a teenage even though the actress is 30.
She is supposed to be barely 18, and have lived a sheltered life in the Palace until episode 17, where she was allowed all her whims except roaming unsupervised in the city or outside city gates.

He acted as elder brother to Ning who had a crush on him since childhood, but rather like a child who exclusively loves a favorite playmate or pet. She grew up without changing her childish ways of throwing tantrums if her favorite did not show complete obedience and dedication to her whims, but her affection grew into a love like obsession, so she would never accept Xiu's suggestion that she look for another boyfriend. She stayed fixated on him, when he stayed loyal to her, as he had been her elder brother-protector. The drama is not about romance, it is focused on alliances and loyalties. So don't look for loads of love and kisses and hot gazes. Even Ka Dan is aware that she is royalty and not free to choose who she will end up with. Ning thinks she has a choice, because she is the heir and should have power, but finds that it is not so easy. She is under control... What the focus is, is wars and uprisings, betrayals and how they are put down, tangled warrior brotherhoods that hold or not. There are some goofy moments, some sappy ones (not many), some gory ones (not too much), and the battle plans are as intricate as in war games. I admit it's a very dark story... Some more flashy red and gore might have helped ? Episode 12 got that, but not as flowing scarlet as some might like it. This drama does have GOT House of the Dragon spinoff vibes, also in lighting choices.

(I can't understand why romance aficionados come here to complain about the lack of romantic scenes! Like looking for birthday cakes in an armory... )
