FL and ML are exes who were still in love, so YES there is romantic feelings that are mutual for the whole drama BUt it is not consumed romance.... they have feelings, but he is 100% criminal, literally, and so he has no desire to jeopardize his criminal activities by dating a very moral woman, and she has no desire to date a criminal, so they dont get back together. At the end, he is redeemed, but not enough to date her. Maybe in Season 2 - but ... honestly... let's find someone better for Hong :) A man who always had integrity.
