Where I'm from moving out at 16 is perfectly fine, so 18 (adult) doesn't seem underage to me. The legal system considers it acceptable for a typical 16-year-old to live in a different city or even country than their guardians. At school we (or rather immaturely behaving classmates) were reminded from the age of 15 onwards, that we are present at school on our own free will and could leave anytime. I finished school at the age of 19 (for university entry) and all of us were treated increasingly as adults by our teachers, by the end it almost felt like being colleagues at the workplace.
