His story about losing daughter might be true too. At the start, the narrator (the voice is PCH but it represents BM?) said that he just wanted to be live happily with the family. But he lost his daughter so he can't anymore. And all those villians are related to his daughter disappearance so he wants to revenge them with the BM identity
BM is actually not a villian and PCH will alliance with BM and fight those dirty villains. But in the mean while the mayor (and maybe miho) will misunderstand him i guess
