I think he uses the fan, when he doesn't have the intent to kill. It is used more to defend and put people in their place. And with his 2 men there, he doesn't have to. In the mine he had a sword, but left it sheathed. I liked when he said to LJ "come back alive". It shows his trust and care for his subordinate.
