They just don't have time to learn how to "couple" in their teens and twenties, so they can be awkward around the person they like. Even more difficult if it is the same sex. It's not illegal in Japan, but still frowned upon, so that can explain their stumbling throughout the dating phase.
Sounds logic to me, even I can be awkward around people I like, new friends and such. And my friends wouldn't describe me as a shy person 😅
