Yes, Jibozai is an absolute playboy, he values beauty as that is what attracted him to Mingyi in the first place. This is made clear from the start. Reminder, he never intended to be with Mingyi, he thought he would just indulge with her for a bit and then move on like with previous girls. He is a morally grey character.
With the maid, that is at the very start when they had no feelings for each other. He maybe kisses her but doesn't get intimate, he sends her away shortly after. After he is with Mingyi he doesn't sleep with anyone else, but on one occasion he acts like he does with a concubine (I forget why because it at the start). It's actually his right hand man who sleeps with the concubine but Bozai wants people to perceive it was him.
"He is also married to the princess for political reasons." <- Yes, this was his MAJOR, MAJOR f*ck up and he lives to regret it for literal years (Queen Mingyi knows how to hold a grudge and that's why we love her lol). His goal has always been to get revenge for his master and he never cared about marriage and didn't think it was important...until he realized Mingyi does and that the revenge he achieved is nothing if she's not by his side.
He is literally crying on the floor sobbing wishing he could go back in time to be a virgin for Mingyi. Once he realizes how important she is to him, he seriously becomes a fool for her and lays the world at her feet.
So yeah, if you don't like morally grey characters, you may not like Bozai
