I think it is the official like Shi Yiping - the man who stepped out when Zhang Hai came out of the tomb. Or another official. I feel the eunuch would require a lot of opportunities to leave the palace which I dont think they can since they always have to serve the emperor. Zang Hai orchesterated his death. He put a seed of doubt in JingPing that the bodyguard would 1 day hurt him because he doesn't wait for orders and just does it. Like when he killed the aid in the tombs - JingPing never said anything but he rushed to action. So, because of that he is tellijg JingPing that he has to be careful because he might be loyal to him just for show but behind his back he is thinking something completely different.

He is mentioned several times in Ultimate Note. I don't know if you watched the Lost Tomb Series - but it is the story around Wu Xie. It's him and 2 other people who go to different tombs and try to figure out mysteries. Most of the tombs they go to - are built by Zang Hai. You can say he is the mastermind behind all the traps and mysteries behind the tomb series.
He is never shown in the drama but he is mentioned just as the builder of the tomb they are visiting. Also, a lot of artifacts were created by Zang Hai. The most specific one being the copper fish. They are like 3 of them and they both have history written by Zang Hai on them. And most of the tomb raiders during hte modern times in Wu Xie's story are after it.
