Drama/movie making is all labor cost ultimately. Imagine how much Game of Thrones could have been made for if they shot the whole thing in China (even without Chinese actors)! My cousin who is based in Shanghai does very specialised camerawork - mostly Hollywood movies and Chinese ads. He says c-dramas are the worst - the pay is really bad and the hours are super long. Only lead actors get paid on those and even then, most of them can do better in movies. They just do it in the hope they get/stay wildly popular from a hit show and get hired on lucrative foreign luxury branded goods ad campaigns.
