Yes of course rookie productions cost way less and there have been quite a few entertaining albeit plot light ones this year. Many of these productions are backed by big gaming companies like Tencent that target gamers and both the idol actors/dramas/animes are linked to hit games. Although the dramas are mostly loss making, they make it up in concerts, variety shows and other post production related stuff.

Drama/movie making is all labor cost ultimately. Imagine how much Game of Thrones could have been made for if they shot the whole thing in China (even without Chinese actors)! My cousin who is based in Shanghai does very specialised camerawork - mostly Hollywood movies and Chinese ads. He says c-dramas are the worst - the pay is really bad and the hours are super long. Only lead actors get paid on those and even then, most of them can do better in movies. They just do it in the hope they get/stay wildly popular from a hit show and get hired on lucrative foreign luxury branded goods ad campaigns.

I can't disagree but if you talk to the production companies there are many reasons for this. First, they shoot way too many episodes because the business model is ad revenue driven and not driven by subscriptions even though that is starting to change. So they try to get in as many episodes as they can with their budget. The second issue is lead actor compensation. Actor salaries are 70pct of the production budget and the main lead actors get 70pct of the 70 pct or 49pct. So there is only 21pct of the budget left for all the other actors in the entire cast. It limits how many good, other experienced actors they can cast for any given production and end up hiring a bunch of green actors who don't need to be paid much, they just want to catch a break. I mean a high budget production is CNY 500mm-600mm and Sun Yi got paid CNY 300mm on I forget which drama! Half the budget to one actor!!! Although many people bashed the governments recent efforts to impose absolute limits on the number of episodes and lead actor actor salaries, I think it is great. Already iQiyi and Tencent are raising subscription prices and cutting down on lead actor comp. Hopefully production quality also rises. iQiyi is going to focus on more short, well written, well acted hits going forward (like Light on Series) because paying subscribers usually have jobs and busy lives they don't want to commit to watching endless episodes...
