Most of the time, one may or may not ask for permission if they know each other to a certain degree, even having one good lengthy conversation already establish some familiarity may help guide the decision —however it’s clear as day that FL was clearly committing a misconduct because she doesn’t know this person at all. They didn’t even have a real conversation besides her basically just hitting on him and getting him to buy her a pack of smokes. Who would welcome a stranger kissing them out of the blue? That is the context.

Her friends encouraged her by saying handsome people are idiots and etc. —there was no indication that she immediately stopped physical contact because he was uncomfortable with it otherwise she would had not bothered him after that kiss by taunting him and obtaining his number.

I’m sorry, that is not acceptable. It can become a norm if people accept these actions even if it’s a light comedy. People can become numb to it. It can become a risqué fantasy for those who are interested in it, it can encourage people who have such bad thoughts to actually do such deeds in real life. Everyone is wired differently.
